REQUEST FOR PROPOSAL
The Environmental Management Authority (EMA) invites suitably qualified firms/individual to submit Proposals for the following:
RFP Reference # and Title:
Tender #20-2022-2023; Elaboration of
Climate Vulnerability Analysis for Three (3) sectors under Project Titled Strengthening Trinidad and Tobago’s Capacity in Transparency for Climate Change and
Mitigation and Adaptation

Monday April 17, 2023 @11:59 pm EST
The Request for Proposal (RFP) is open to suitably qualified and experienced providers of the
services described in the above table, within Trinidad and Tobago.
PAYMENT INSTRUCTIONS & RFP COLLECTION:
1. Interested Firms/Consortiums are required to visit the EMA’s website at:
https://www.ema.co.tt/public-interest /request-for-proposals/ to access the Terms of
Reference for the RFP.
2. The contract will be awarded in accordance with the pre-defined evaluation methodology
outlined in the RFP. The services to be provided will be governed by the terms and conditions
outlined in the respective RFP Document.
3. Proposals must be completed and submitted in accordance with the instructions outlined in the
RFP documents and must be accompanied by valid Statutory Documents where applicable.
All documents with expiration dates must be valid at the time of submission.
4. Proposals shall be submitted electronically, in accordance with the instructions of the RFP
documents. Firms/Consortiums are strongly advised to ensure Proposals are submitted well in
advance of the deadline, to mitigate the risk of the Proposal being rejected. The proposal is to

5. Proposals delivered in accordance with the instructions in the RFP documents will be opened
publicly on the same day, shortly after the submission deadline. Failure to comply with any of
these instructions or submit any mandatory documents will result in Proposals not being
considered.
6. The Office does not bind itself to accept the lowest or any Proposal.
7. The Office reserves the right to cancel the present notice in its entirety or partially, without
defraying any cost incurred by submitting a Proposal.
